Barcelona, April 14 (EFE) .- The Foreign Minister Jose Manuel Garcia-Margallo, today defended a reform of the regional financing system in which communities pay their own taxes nonessential services, among which are, in his view, the regional television.
García-Margallo has launched this proposal, which has materialized performing in particular, while participating in the conversation that followed the presentation at the ESADE business school of “Lions against gods”, the journalist John Mueller.
In his view, the resources from the State should serve to cover essential services and communities would face their own taxes other charges, following a fiscal model guided by concepts such as “shared responsibility”.
So, pointed García-Margallo, “It would end with that when (a service) is paid ‘Visca the president’ they say, and when not, ‘these are the Madrid do not want to give a hard anymore.”
Speaking Subsequent to journalists, the minister has said his proposal focuses on that “those services that are not essential are financed by the beneficiaries of those same services,” which would create “more real autonomy” to the autonomous communities.
In his opinion, the message we give autonomy would be: “If you want to do more than we can pay us together, you have to find the formulas to be financed, as in any family.”
“I, my children -HA position as example, I can guarantee education and health, but if you want more things I will tell you this is what you get home and have to fend for life. “
As seen by the Foreign Minister, the funding system would be contrary to the policy of” believe that what is public does not pay anyone “when” we pay among all . “
