A viable model of TV - The World

Following statements by the Government related to the sector, both the President of the Generalitat, Alberto Fabra , as the vice president, José Císcar , entrepreneurs expressed their willingness to collaborate with the Government to implement new models of public television nearby, in the belief that if you put up any model should be with the industry consensus otherwise it would fall back on past mistakes.

Valencian audiovisual sector has over 4 years of complete inactivity, primarily by the total cessation of City of Light, the 80% cut in funding allocations for audiovisual products, virtually no recruitment of Valencian TVV content and the null Valencia purchase content by TVE. This inactivity has idled more than 5,000 employees and more than 200 companies.

Producers Association conducted a study two years ago on public television models in Europe and Spain, which led to ensure that obsolete the ancient model of TVE collected 50 years ago at the time by the first regional television (TV3, ETB, TVG, South Canal, Telemadrid and TVV). It has proved to be an unsustainable model right now, with costs over 40 euros per person per year, and indicators and ratios outside the European standards.

The report shows that there are only two sustainable public models: those that prevail in Europe. They are based on sustainability between revenue and expenditure structures with limited staff and outsourcing of production almost 100% of the contents, made by local companies and knowledgeable people of the territory.

first sustainable model in Spain is that of Aragon Television: a small regional chain for 45 million euros, with a staff of about 100 people budget. All content production is outsourced to private companies Aragon. In Valencia could make a public television about 70-80 million euros and a workforce of 150-250 people, depending on whether the information and broadcasting are outsourced or chain occurs.

second sustainable model, is a European model with over 40 years working in upscale countries: Germany, Italy, France, UK, Belgium, Holland, Finland, etc … Is the creation of regional channels within the structure of the national public television: the offer of channels public television, one is dedicated to regional programming disconnections for each autonomy in the Spanish case could be the 2.

“The audiovisual sector has four years of inactivity: a break that caused 5,000 unemployed and the closure of more than 200 companies’

this European model which is achieved is that each region may decide the number of hours of territorial disconnections that can perform based on the budget that the regional government to allocate for this purpose. The remaining hours of programming covering the State’s general programming for the whole country.

content territorial disconnects the autonomous government responsible for the local producers and professionals in each area, giving the content ready for output on National Public Television. The cost of this model to the regional government would be around 30-35 million euros, as only investing in just generated content without overheads such as administration departments, labor, legal, broadcast, continuity, etc.., having a regional television.

A team of 40-50 people and outsourcing all content. This European model leverages the synergies of the staff of the National Public Television and subcontracts to all local audiovisual all content disconnections.

With these two models

European ratios contracted 3.5 per million euro budget and use 80% of the production budget for the content delivered to viewers workers be met.

audiovisual entrepreneurs expose both the Consell as all opposition groups, these two proposals for a rapid solution to the problem of inactivity and audiovisual programming vacuum Proximity currently given on the grill television for Valencia.

The first model could start at no less than 6 months. For the second model, it could start gradually, as Spanish TV both the 1 and the 2, is already underway in some areas important disconnections.

Valencian audiovisual sector can not wait much longer to get out of this deep crisis and is experiencing choking, so calls to all departments of the Government and political opposition groups, to listen to the sector, negotiate a new model of public television and to activate a quick solution to start production as soon as possible.
